Service Overview

We work as a learning partner, not just an evaluator, combining structured evaluation with ongoing reflection to help organisations understand what is happening, why it is happening and how it can be strengthened in practice.

At the core of our approach are three complementary evaluation frameworks that provide a clear structure while remaining fully adaptable to context. These can be used independently or combined to respond to different evaluation needs, whether the focus is formative learning, developmental adaptation or summative assessment:

  • 4P Process Evaluation (Purpose, People, Practice, Pathways) explores how programmes and services are designed and delivered in real-world settings
  • 4A Service User Evaluation (Access, Approach, Alignment, Achievement) centres lived experience and examines how services are encountered and experienced
  • 4I Impact Evaluation (Impact, Indicators, Influences, Implications) focuses on outcomes, the factors shaping change and what this means for future delivery

Our approach is designed to be both rigorous and responsive. We draw on a range of qualitative and quantitative methods, including interviews, focus groups, observations, surveys and document review, to build a robust evidence base. Findings are analysed systematically and brought together through triangulation, ensuring that insights are grounded in multiple sources of evidence rather than isolated perspectives. At the same time, we create space for ongoing learning and reflection. Through approaches such as sense-making sessions, we work with delivery teams, partners and communities to interpret findings collaboratively and identify what they mean for practice.

Lived experience sits at the heart of our work. Through the 4A and 4I frameworks, we go beyond measuring outputs to understand how people experience services and how change is shaped by real-world conditions. Where appropriate, we incorporate participatory approaches to involve stakeholders in reflecting on findings and shaping learning, in ways that strengthen rather than compromise analytical rigour.

Our role is not only to generate insight, but to support organisations to use evidence effectively. By combining process, experience and impact, we provide a whole-system understanding that helps clients identify what is working, where there are gaps and how programmes can adapt, improve or scale with confidence.

Clarifying Purpose & Priorities

We begin by working with partners to clarify what needs to be understood and why. This includes defining outcomes, identifying meaningful indicators and agreeing how learning will inform decisions. Where relevant, we align this with the most appropriate evaluation framework (4P, 4A or 4I), ensuring that evaluation is purposeful, focused and directly linked to decision-making from the outset.

Gathering & Analysing Evidence

We combine qualitative and quantitative methods to build a robust and balanced evidence base. This may include data analysis, interviews, surveys, observations and workshops, alongside participatory approaches where appropriate. Evidence is analysed systematically, with findings triangulated across sources to ensure that insights reflect both measurable outcomes and lived experience.

Reflecting & Interpreting

Evidence alone does not create learning. We facilitate structured reflection to explore what findings mean in context, identify patterns and surface underlying dynamics. This stage helps partners move beyond description towards a deeper understanding of how and why change is occurring, and what is influencing outcomes in practice.
